Dependents Resident Permit Application

Dear All,
I am living in Brussels and have a valid resident permit. My dependents are in India and have not yet been filed for sponsorship.
I plan to invite them on a short stay to Belgium.
I have a possibility of new employment in the coming weeks. I would want to know If I can initiate the new permit for myself and also my dependents with the new employer when they are here on a short stay or do they need to go back to India and then only initiate their VISA for resident permits.

Based on what I know, there is a provision to request family reunification while the dependents are in Belgium on a short stay visa.
