TEFL--which teaching certificate provider is the best??

Hello!
I want to move to Hong Kong by obtaining a teaching position. Most job postings list a TEFL (Teaching English as a Foreign Language) certification as a preferred or necessary qualification.
Unfortunately, there are many TEFL organizations to choose from!! Which one is the best?? Are there any expats here who has had personal experience with TEFL certification ??

These are many and varied, starting with the out and out scams we see posted on forums (banned quickly here) to top quality certification from places like Cambridge University press.
'in between' things start with short 16 hour course that are a little bit useful but often accepted by a good number of language schools (mills), and move up from there.
