CNI for Australian Permanent Residents

Hi guys!

just wondering if anyone can help me. My Partner and I have decided to get married in the Philippines on May 9th and he's coming in the Philippines on April 19th. I researched and asked everyone i know about the CNI, on the australian embassy page it has 3 options that an AUSTRALIAN CITIZEN can do. apply personally, lodge by mail or ask someone to do it for them. i was wondering if that applies to do the Permanent Residents as well? if we can ask someone to do it for him? since we are both in a different country?

There is not enough information here.  What is your citizenship and where are you presently living?  If your partner can apply for this certificate by mail, why not ask him to do it that way?  What do you mean by 'doing the Permanent Residents?'  If you live in a country other than the Philippines, then will you not also need this CNI as well?
