Eventually, the companies will approach the courts for recovery and cases will be filed against you.  When that happens, Saudi will be out of bounds for you.  In addition, leaving on exit re-entry and not coming back results in a 3 year ban plus huroob can also be applied.

As of today, you can work elsewhere in the GCC.   But there are proposals being discussed for unifying the system of labor bans across GCC i.e. an expat who has a labor ban in one country, will automatically be banned from other GCC countries.  Right now, they only do that for criminal cases.  In the future, and no one knows how long it will take, it will extend to all manners of bans.  So my advice to you is to settle your dues and ensure a clean exit from any GCC country as you never know what might happen in the future.

You have to clear your dues and close all postpaid numbers (landline, mobile) before you get final exit visa.
