Dear who may known

My new company requests VOG.
I have some penalty record ( actually I bought the stealing bicycle and police catch me 2 years ago..) police officer says that is also effected to my VOG and will not issued...  I can try to gemeente but
I concerned of this part...
Anyone knows about vog regulation? I couldn't understand well due to dutch information.

Hi and welcome to the Forum.

For the benefit of all who may read this, what you are referring to is the "Certificate of good conduct for individuals (VOGnp)"; this is a certificate of good conduct for individuals and may be requested for certain specific jobs; you can read about them on the Dutch Government website; this link will take you there.

It means you've been convicted for some past misdemeanour (you say you were caught with stolen goods - a serious crime in Holland).

If you can't get one because of previous poor conduct, you can appeal the original conviction and hope to clear your name (warning, everything is in Dutch), or accept that you will not get a job where a VOGnp is required until your record is clean.
