Japanese visa in China

hello everyone
I am a South African citizen living in Changsha, I am looking to go on vacation to Japan , which unfortunately requires a visa. I am aware of visahq.cn who can do the whole process for me, but this will cost 1000rmb , does anyone know of a way around the visa issue or know of another company that will do it for less.
