Spouse Visa Processing Time

Hi

I have reached Brussels on 10th March on a work permit. I am still looking for an apartment to rent.
I have below questions since my wife is going to start processing her Spouse visa soon in India

1. Which commune should I prefer since someone said My wife's application will be sent to the commune I live and Some commune like 1000 Brussels are very slow in processing

2. If I take a apartment in 1210 Brussels will her visa application be processed faster since 1210 commune is the fastest among all.

3. Does the Visa application even sent to the commune or commune does n't matter at all?

4. What will be average processing time for her visa
