Does the UAE colleges are emerging hub for international students?

Not clear on what your question is.  It can be taken either way.

However to put it in a simple way, most people who ARE already living in the UAE with their families and have the means, prefer to send their children outside the country for higher education.   This can be due to the fact that Universities abroad offer a much better quality of education, networking opportunities or merely better cultural immersion.

So no, I don't see it as an emerging hub for "international" students - maybe only for "regional" students and that too primarily for the stability / safety concerns vs. certain geographies.
