in order to clarify the entitlement to GESY enrolment

i contacted the GHS and asked them two questions

1.....How does a non Cypriot person get registered within GESY when they have a yellow slip to live here legally BUT doesnt work and further is not a pensioner in receipt of a qualifying state pension?

2.....how do these people make contributions, if they do not work and may not be completing an annual tax return? although I know they should be!   

It seems there are many people who have successfully registered with GESY who have done so exactly in this situation? And I wondered how this is being done or being achieved.

Dear Sir/Madame,
We would like to inform that according to the criteria set by the GHS law, EU citizens who have their ordinary residence in the areas controlled by the Cyprus Government are beneficiaries when the following conditions apply:
1. Work in the areas controlled by the Cyprus Government (MEU1) or
2. Have acquired the right of Permanent Residence (MEU3 permit) or
3. Are Family members (spouse, child) of a GHS Beneficiary or
4. Meet the provisions of EU Regulation 883 (S1 holders)

Regarding your second question, according to the GHS regulations, all Cyprus tax residents who receive a pension or any income from the Republic of Cyprus or abroad are obliged to declare it and pay a contribution of 1,70% on their pension/income for the 1st phase of the GHS (1st March 2019) and 2,65% for the 2nd phase (1st March 2020). For more information regarding this you will have to contact the Tax Department.

GESY - IMPORTANT INFORMATION FOR S1 HOLDERS ie UK State pensioners & their dependents

Regarding GESY, to avoid being asked for contributions, those who are S1 holders are requested please to send an email to one of the following addresses quoting:

Full name

Date of birth

ID no

Email to the Medical Card Department in the Ministry of Health to Mr Soteris Stratis (sstratis@moh.gov.cy) or Mrs Tasoula Michael (tmichael@papd.mof.gov.cy) for a confirmation letter to certify that you are not subject to contributions for GESY according to the General Health System Law of 2001.

Married couples should please send one email showing details of both husband and wife. A confirmation letter will be issued addressed to the husband, or pensioner in the marriage.

It is important to apply for this letter to avoid problems with the tax department trying to claim contributions. If you have neighbours/friends who do not have internet/email, could you please assist them by applying on their behalf.

The letter will apply for an indefinite period.

It take about two weeks from replying to receiving the certificate for GESY tax exemption

Everyone who has S1 Form should do this. All being linked into Cyprus Tax System which is one of the methods by which GESY contributions will be collected. Hence need this letter for tax purposes. From 01 January 2019 everyone will have to complete a Tax Declaration regardless of income.
