CAN SINGLE WORK PERMIT BE APPLY FOR ONLINE IN BELGIUM?

In early 2019, I had series of opportunities to work in in Belgium but the companies keep requesting for my work permit, I try to find out more details about it and I didn't get much information.
Please can the single work permit be apply for online ?

I am lost here. Why the companies request work permit from you? It is the employer who is responsible for the work permit application, not the employee.
