Belgium Work Permit from India

Hello Everyone

I am a new member of this group and looking forward to be a part of this amazing community.
I got a job in Antwerp, Belgium and my company is applying for my work visa.
I wanted to know a few things:
1. How long it usually takes for the process? (they informed it takes 4 months, did anyone got it earlier also and can it be expedited)
2. I have a tourist visa also, so can I visit my partner in Belgium while my work permit is in progress?
3. My employer is asking me to bear the cost(500 Euro) for the agency doing my application. Is it normal? I am asking since in Netherlands my friend had to pay nothing and the company paid the fee.

1. Yes, take into account 4 months at least
2. Not recommended. You can be deemed to come to Belgium with tourist visa to look for a job.
3. It's strange since normally the employer should bear the cost for work permit application.
