Any one recently taken a motorcycle driving license in Muscat ?

A couple of weeks back I checked in Seeb Police station, and most of the officers were clueless on what should they say! And one officer said you need to have a car registered under your name and then you need a motorcycle under your name !! I don't know the logic behind this requirement, but it's weird.
Don't know why they are so reluctant to issue motorcycle licenses.
