Is transfer possible? before 2 years

Hi, I am new to Saudi Arabia and started working at a construction company(cannot mention the name) 1 month ago.

The HR is asking for Iqama Transfer now itself and they are not listening to the reason for 'not giving the transfer' by "me not contacting my Kafeel" that "the transfer is not possible before 2 years".

Well I want to understand "Even if my kafeel gives the transfer letter. Will the company be able to get the Kifalat by back door(Corruption kinda ways)"???

What should I do and how do I avoid the HR..Suggest some innovative methods.

What is a kafeel? And why is your HR forcing you to transfer an Iqama? Did a new company take you over? Usually it's the worker himself/herslef, who wish to quit and work for someone else in KSA, wanting to transfer an Iqama. Also, about the 2-year thing. I have no idea what that is. I guess My post isn;t any help to you, but I'm also curious about Iqama transferance. Many EXPATs flirt with the possiblity of working for someone else in a better place, while in KSA, but don;t know the procedures, ins-outs,pitfalls, risks associated with just "attempting" to make such a move.
