Language courses cost money, they are not free. Suggestions like Volkshochschule whihc is usually the cheapest have been mentioned on many threads on this site already.

There are almost free integration and language courses (costing only a symbolic 1€ per hour) for asylum seekers in some cities. But the quality varies - you get what you pay for!
For all others, the cheapest option is finding a tandem partner: He/she teaches you German, you teach him/her your language in return. You can sometimes find people interested in this on university pinboards or classified ads sites.
