I work in Saudi, but live in Bahrain.  I have been given a sheet of paper with a number that would later become a CPR number, but do not have and may not get a CPR 'card' proper. 

It seems like a half-way house for living in but not actually working in Bahrain.

I currently drive a saudi-registered car for commuting/work.

My question:  Can I legally own a Bahraini-registered vehicle, and get insurance for it etc., on the basis of the sheet of paper/ number I have been given.  The number seems to work for the electric/municipailty and opening a bank account.

Any definitive answer appreciated.

I do not have a CPR, I have been to Central Informatics and have a piece of paper with the title:  'Notification to Issue ID Card, and a 9 digit personal number.
