Do you think it's fair? Not extending existing visa or single Permit those who couldn't come to Malta due this pandemic.
We all put so much time(minimum one year), effort and money up to this and ending nothig

Times are hard across the world with record unemployment in some countries.

Is it fair? I am guessing Yes, might sound harsh in saying that and yes I am an Expat. But.........

The country is looking after its residents. Malta is not just the only one, many countries are doing the same. I can only suggest you try again next year.
