Medical test for family joining

Hi
I am a resident of Oman . I married recently and would like to get family joining visa .I did marriage certificate attestation already and due to closure of GAMCA centre, I couldn't able to do the medical test, is there any other ways to get Visa .
Also I heard that ,minstry is currently stopped issuing new visas . is it true ?
