New guidelines for Employment Pass and S pass aspirants

Ministry of Manpower (MoM) has issued fresh and tougher guidelines to hire foreigners under employment pass and S-pass. Below are the details:

The new S$4,500 salary minimum criteria for Employment Passes will take effect for the financial services industry in September. MoM has confirmed that this minimum salary threshold applies across all the sectors.

However in December, the minimum qualifying salary for new Employment Pass applicants will be raised by another S$500 to S$5,000, said MOM.

For renewal Employment Pass applicants in all sectors – including financial services – these new salary criteria will be effective from May 1, 2021.

From October, the minimum qualifying salary for new S Pass applicants will also be raised by S$100 to S$2,500, with qualifying salaries for older and more experienced S Pass candidates revised accordingly, said MOM. The changes will apply to renewal S Pass applicants from May 1, 2021.

In another change, the job advertising requirements under the Fair Consideration Framework will be extended to S Pass applications submitted from October, announced MOM.

"This will promote greater awareness of vacancies in mid-skilled jobs among local jobseekers, and also require employers to make greater efforts to consider local candidates," it said.

The minimum job advertising duration for Employment Pass and S Pass applications will also be doubled to 28 days from October, "to give local jobseekers more time to respond to job openings and for employers to seriously evaluate their applications".

In evaluation process, MoM will be evaluating Employment Pass and S Pass applications, the Manpower Ministry takes into account whether the employer has "kept up support" of local professionals, managers, executives and technicians (PMETs) in their employment and "been responsive" to government efforts to help recruit and train more Singaporean PMETs.

Only in the financial industry, really? How about salary thresholds for others?

That was expected, as some employers abused the system by offering the job to a foreigner and THEN posting it on the Jobs Bank - with the intention of rejecting all local applicants. The additional waiting time (now a month) will prevent many of them from doing so in future.

I have updated my earlier post, this applies across all sectors. MoM has categorically mentioned Financial industry as maximum EP holders are working in that industry. But it applies to all. Thanks

Does the May 1, 2021 date correspond to the expiry date of the previous pass or to the date of starting the renewal application (which can be 6 months earlier than the expiry date)?

Those passes are going for renewal by that time, which means the expiry date may come after May 1, 2021.

The minimum amount is only for basic threshold but if a candidate has years of experiences then the threshold minimum salary will be higher (depending on certification and years of experiences).

Let's take the example of a pass expiring in July 2021. If the renewal application is initiated in February 2021, will the salary threshold follow the old or the new guidelines?

You mean your employer applies pass renewal 4-5months before it’s expiry? Do you think MoM entertain this!

In general, passes are getting renewal in 2 months to 1month duration. If you have any further questions, reach out MoM, they will clarify your doubt.
