Type A work permit without working for 4 years in Belgium

Is it possible to get Type A work permit(limited or unlimited) without having worked in Belgium on type B. What are the implications of same on employee?

I have explored this online but everywhere it is said that in order to apply for type A work permit one must have worked on type B for 4 years.
The confusion has arisen as my husband's(who is currently my dependent) employer is suggesting to go for type A instead of type B visa.

Note: the employer does not have past experience of applying for work permit for employees.

Work permit A can only be granted if you have worked atleast 4 years on type B WP.

Work Permit A: for those who already worked on work permit B
Work Permit B: a work permit that you can’t apply for yourself, your employer will have to do so
Work Permit C: for those that came to Belgium to study, to join family residing here, to seek asylum…
European Blue Card: to work in a highly-qualified job

More over as per new law starting from 01 Sept 2020 , your husband cannot get a Work permit of his own if he is currently staying in beligum . However since he is a dependent, he can work without  a work permit.
