Suggest you read up on all of the types of residency.
In a nutshell, for Pensionado status requires a 'guaranteed for life' payment of at least US$1000 per month . Note: in my opinion, this isn't enough to comfortably live on though.

It is not a visa, it is a residency status. Ounce approved it is temporay residence for 2 years, renewable for another 2 year. After 3 years you can ask for permanent resident. Research it on google for specific requirements, you will also find other types of residency status.
