Working for German company from Belgium and later moving to Germany

Hello Guys,
I hope everyone is doing good in this difficult time.
I have a question regarding move to Germany.

I am a non EU guy, staying in Belgium on single permit.
I have a offer of German company who is ready to sponsor EU blue card of Germany.
As there is a lockdown here in Belgium, I want to join that company from Belgium itself(company have its office in Belgium as well) and process German visa side by side once lockdown is open.
I understand that first I need to process single permit/ EU blue card of Belgium which will allow me to work from Belgium initally and also apply for EU blue card of Germany after few days.

So is there any way I can request work permit /  EU blue card(either Belgium or Germany) which allow me to work initially from Belgium and then transfer to Germany once everything is open ?

I simply want to avoid spending time, efforts and money to apply for permit in Belgium and Germany as well.

All work and residence permits are strictly national, meaning that there is no option that is valid in both Germany and Belgium. You have to apply for them separately in the respective country.
