Can two foreigners get married in Kyrgyzstan?

Strange as this may sound, I'm wondering if two foreigners (I from USA, she from Philippines) can get married in Kyrgyzstan. Due to COVID travel restrictions, we cannot go to each other countries to get married so we are looking for a country that is open to both of us to travel to and where we can get legally married.

I am told you can marry. You have to go to the us embassy in Bishkek and pay $50 for a notarized paper from the consulate that you are free to marry. If you are divorced you need to bring your dissolution of marriage with you. Take that paper to the ministry of foreign affairs in Bishkek to get that paper authenticated. Once you have that go to ZAGS in Bishkek and they will marry you. Once you have that paper you can apply for a I-130 visa for your spouse
