Is it possible to get a yes or no answer about visas on this forum?

I've been reading everything I can find online to learn if, as of today, Chinese citizens can obtain either tourist or business visas to enter the United States. The information found on .gov, travel agency sites and other places use hundreds, sometimes thousands, of words but never get to yes or no.

I'd really appreciate some clarity for this if anyone can help me.

Expecting a definitive answer on a website like this from a bunch of Expats who are probably just as clueless as yourself about the restrictions is a bit unrealistic.
I just took a quick look at the US Embassy in China  webpage, the only credible source for the information you are looking for and there aren’t any restrictions specific to issuance of Business Visas that I could see.   There is however a Presidential proclamation that seems to prohibit ANYONE who’s been in China from entering the USA within 14 days. 

The only source you should trust is the official US government sponsored sites

Thanks for your answer. I've read the dot gov pages and all I can learn is that it takes beaucrats thousands of words wrapped in governmentsl jargon to describe a simple situation. That's why I asked here. You provided the answer is a paragraph.
