So just went back too the notary office in Brazil where I’m gonna get married and they told me that my birth certificate and my divorce decree do not need too be apostille because we need too have the documents translated by sworn translator and then taken too be notarized out here in Brazil has anyone heard this happening is it true or should for my own sake get it apostille in the USA I’m finding apostille in the states very expensive they want 700 or more for 3 documents apostille I just want the correct info

For purposes of getting married, if the cartório does not expect an apostille, you should be ok following their advice. Just make sure that it's the same cartório that's going to marry you, because different cartórios can have different rules, even in the same city.

For purposes of applying for permanent residence, you should have all of the documents that the Federal Police require, and have apostilles on them. As I explained in this thread (https://www.expat.com/forum/viewtopic.p … 57#5016898), the cartórios and the Federal Police have different rules, and neither follows the rules of the other. You don't want to give the Federal Police a reason to question your documents or challenge your application. You may get lucky, but if you don't then you're talking about finding and paying a lawyer.

As abthree stated two very separate and different parts of Brazil.
Cartorios even are different in each state and cities. The local judges approve who will be a cartorio in a city and judge(s) have the final say.
Make friends with both and especially the cartorio which you will work with many times.
