I am Vin , married to a Brazilian for two years with one baby. I am staying in Saudi Arabia for work and planning to apply the permanent visa in Brazil.

What will be the procedure?

Also using this permanent Visa allow me to travel within Chile and Argentina ?

You will be able to travel freely through the Mercosur.
Application information from the Brazilian consulate web site is excellent. It’s the best source as there may be some specific information for your nationality and where you are living.
My experience with the staff in Toronto  was excellent     By phone and email. (Pandemic may affect communication though)

What country(es) are you a citizen of and hold a passport?
You will need a "family reunion" visa. You can apply at the Brazil Consulate. Then finalize the process with PF in Brazil.
As to Chile, you will enter and be stamped along with a small paper showing days allowed in Chile. (Do not lose it). Once you retain your BR permanent visa, then you may be able to stay longer.
Continue monitoring the Mercosur as some counties do get expelled out decide to leave.

I am Philippine passport holder,  I am free visa in Brazil maybe  I can apply when I arrived there but If I can apply prior much better.

That's cool, I really wanted to visit Chile and Argentina.

I would go to the BR Consulates site in the Philippines. You may apply for a family reunion visa. You will need many documents translates and legalized/apostille. Far better to get done before entering Brazil.
Your wife can go to the PF or website and get a checklist of what is needed.

Thank you . I already send a message in Brazil Embassy here in Saudi Arabia.  our wedding certificate is in Portuguese because we did our wedding in Brazil 🇧🇷

No what I mean my documents (marriage contract) already in Portuguese so I don’t need to translate .
