Getting schenghen visa while living in EU

Hello folks!

Can someone please guide me on whether you can apply for a schenghen visa while living in the EU? If so, what is the process for it? I am in Indian national living in Italy and have the application for the permesso, but I need to travel to Spain in the intermediate time. My long stay type D visa expires shortly and the permesso will arrive in august.

Can I apply for schenghen or any other kind of visa in the meanwhile to travel to Spain?

All suggestions are appreciated!

No need , first things first there are no borders in the european union you can just take the train and go(just dont take the french route use Switzerland route instead because no one controls who is in the train or asks for documents)  second with the "ricevuta postale" you have the exact same rights and obligations that you would have if you had the permesso( you can work , travel etc). Like i said just dont take the train that takes you to spain through the italian-french border you still can travel but the cops are ignorant sometimes and dont know the rules. Your recivuta is the same as the permesso wich means you can travel anywhere in the european union except Ireland for a max 3 months for touristic reasons.
