Process of family visit visa extension.

Hi, Greetings.
I have gone through previous posts but didn't find the answer for my queries.

1. I want to know if i can extend my wife's family visit visa (3 month) through Sanad center directly without the PRO who applied it at first?

2. Currently is there any fine for overstay in Oman, though it is mentioned on evisa that there is fine of 10 Omr daily for overstay?
