This transfer thing is a mutual agreement okay.
You came here on their visa then you need to pay that amount for remaining months of the iqama.
Let me give you an example.
When i transfer to a company i had 10 months in iqama expiry.
So, those 10 months were from my side. Now, if i want to leave, i wouldn't have to pay them anything as i already gave them those 10 free months of iqama from my side.
They are paying nearly 850 SAR per month for you.
How can they let you go without paying anything?
Why should they bear that loss?

If your employer agrees to it.
Otherwise, you will not be able to get transfer if he just reject it.
