Seaside HOA for Inaya

Is this legit?   This HOA claims the city accept claims for property under if Urban Pool program.   One of the members offered to sell usone lot of land.   No documentation seems authentic, not even a parcel humber list.


Any thoughs?\  Is thre a certificate of title issue if the grant was made?

Concerned the deal is not legit?   The person claimed his father approved the son to setl the land and they were granted the land.   Can this be verified?   How?

There was no title, just a letter acknowleding receip;t of payment.

I think this is not a legit offer.   What questions shoujd I ask or should I ask?

The land types in Phis are so many so even licenced brokers dont know all.  They are over 10 diferent and ssometimes variations of them.
(E g I told one broker about SIFMA type, which she had no clue about - and neither I  before I researched it  :)
Not even DENR seem to know all  :)  geting different answers difeent times asked about same type...

TITLE  (= OCT or TCT where TCT is a partion of an OCT ) are the only where the land is OWNER. All others are onöy USING RIGHTS.  (Except CLOA is something in between which is using rights but with an option to demand tto get title for a rather big fee.)
AandD Taxed can be close to be titled. If minimum 10 years Tax paid then can APPLY to get  If Taxed and in family since close after WW II then owner can DEMAND to get title fpr a tiny fee.
So get such transforning BEFORE buying it.

All except Title can be very hard/impossible to check.
TITLED can be checked in Register of Deeds who is owner plus at assessors office if there is property tax dept, which can be high. Tax depts is common at legit properties too, but then regulate it at same time as paying te property.  Such depts as well as electricityand water FOLLOW THE PROPERTY, so check so you dont "inherit" a dept.
Check too if the land is used as collateral for a loan.  Such can be seen at Register of Deeds or sometimes just writen at the Title document.


So if any worth building on it or you plan to build, then think ONLY of Titled.
(If NOT building, then PERHAPS concider some other types IF very cheap and if you are a gambler so more as a "lottery ticket"  :)   MOST lands in Phils are such and many of them functions without problems, but can scams - or big mess - too.
