Hello, I will come to greece in 1 week to buy a second hand car but I can't figured it out how to do it step by step (papers, where to go)

I will buy the car and then drive it to Romania. If you can tell me step-by-step how to do it would be perfect. Also, how much time does it take to take the temporary plates ?

I don't understand why you will come to Greece to purchase a car when there are countries in Europe that cars are cheaper.
