By when can the borders open, for other countries to Singapore?

By when would Singapore start processing Employment pass.

Borders will open when the COVID situation improves.
(Do not ask us when that will be - your forecast is as good as any other!)

EP applications are continuously processed - this has never stopped.

If the question is, whether MoM is approving applications for applicants who are overseas, it is indeed selective- if you are from countries that are not ‘high risk’ wrt Covid, approvals are coming through.
