It is not possible.
And if you do complain about this he will simply cancel your exit re-entry and issued you a final exit.

So, your iqama and exit visa is expired?
You need to comeback to KSA for getting proper final exit.

you are lucky enough to get exitentry instead of final exit, yes you can ask new employer to send you request in qiwa, you need to approve and it will go to your current employer and then you have to inform him  that you did not put final so kindly cancel EXIT RENTRY and approve transfer.

untill you are active in current employer list you much get his permission/approval for transfer.

in that case they might ask you  to return the amount for air ticket which they had already paid you in your EOSB

yes both are expired. Now i want to come back on a new job. they offering me a new visa but that got rejected as i did not have a final exit.
My previous employer said he cannot change my exit re-entry to final exit. and for now he is not willing to extend my exit re-entry so i have to complain if they still not going to change their stance.
Kindly let me know how i can complain in Embassy and in Labour Office.

You are done.
You can't do anything now. Because  your exit re entry visa can't be extend while your iqama is expired.
And for iqama renewal your kafeel have to pay 10 thousand Rial.
Why would he do that for you?
Tell me?
Don't waste your time, try to get job in another gulf country.
