Travel by Road to Doha, Qatar via Saudia - Border opened or not?

Dear Friends

Please I need to know some details in regard to travel to Qatar by Road from Saudi.  
Can anyone have any idea whether or not border access is now opened between these two countries?

The scenario is described as below:

1. My mother-in-law (holding Pak Passport) presently in Doha, Qatar on a visit visa since last year, now foreign ministry no more extending the visa validity due to COVID-19 restrictions gradually lifting 
2. I want to apply a new visit visa from Saudi, and then after visa stamping I plan to travel to the border (Salwa exit) and will pick my mother-in-law from there, since travel by air alone not feasible for her due to health conditions.
3. Can I plan like this?  I will simply take exit from Saudi immigration and go to Qatar entry point and pick my mother-in-law from there and re-enter?  Yes, exit re-entry I will apply.

Really appreciate if someone can guide me with correct information so I may proceed further.

I go across the Bahrain causeway every week and have been seeing a lot of Qatari and Kuwaiti cars there so I assume the land borders are all opened.

General rule of thumb:

1) Your car should be in your name or you should have NOC from the owner
2) You will have to buy third party insurance at the land border
3) Exit Re-entry will apply and you need to check on Qatar visa on arrival
4) Check also on vaccination for both yourself and your mother in law.  As far as I know, to enter Saudi via land borders, you must be fully vaccinated with one of the approved vaccines in the Kingdom.  Otherwise you need to fly in and do institutional quarantine.   For visit visa holders, they need to register their vaccine on a portal.  Final point, people who have taken Sinopharm or Sinovac, need to have a booster dose from either Pfizer or Astra

My advice, the simplest route would be to have her fly in.

Yes, I will travel on my own vehicle.

Yes, I am aware, I travelled to Doha, 5 years back via Saudi border.

My plan is simply go to Qatar border at the immigration post, do not have any intention to take an entry, will that be a problem?  my brother-in-law will bring her mother to the same location.

4) Check also on vaccination for both yourself and your mother in law.
Yes, myself and my mother-in-law completed the two dozes of Pfizer vaccine.

She is old and feel anxiety to travel alone by air, this is why we are planning to travel by land.
Worst case scenario, we will have no choice but to arrange by Air with special request to the airline crew for special support & assistance.
