I don't think so you can find anyone who would like to pay at least 23000 SAR for your iqama.
And beside that, i think you can't get a transfer due to that case.

Than how can I find job/work. Is there some way. Because I should have official /legally working with another sponsor. Also we can arrange to pay the fees.

Look, your iqama is already expired for 2 years and now the third one is coming.
So, a new sponsor have to pay the iqama fee for 3 years.
Now, standard iqama fee is 11800 (with tax).
And if there is equal Saudis in the company than it can be around 7000.
So, if any company is agreeing to pay that huge amount then you are truly lucky.
Or you have to pay it by yourself.
So, do you have that 20+ thousands?

If the correct procedure to renew and get transfer to new sponsor. Then it can be loan/arranged by someone. Procedure

I have confirmed it.
You can't get a transfer while having a case from the company/employer.
Talk to your employer and try to settle this matter with him.
And if you want you can go home through your embassy.
But it will ban you permanently to enter the Kingdom on a working visa.

It's not true,
Surely you can transfer to other employer if the case is in live.
I have 2 of my known friends they transferred already to new employer still there case is in live.
So try new employer !!

Hi I have this same problem way back 2016 but I'm the one who filled a case with my employer..no further a do if you have on going case you cannot transfer with the new sponsor but if the new sponsor will like you u can transfer.. Tnx

Company put a case against you, that's a whole new scenario.
If you have filed a case against the company then there is chance of transfer in some cases.
If the case is related to some financial thing that will become hard especially when company has a case against it's employee.
