I have asked the attacks to stop.  I have reported them .

And I am sick of it. I resigned as volunteer moderator because of assholes like these!

They clearly have to make personal attacks because their facts don't hold up to scrutiny!

No one here doubts a double standard.  No one here questions that the govt caters to tourism. 

Lennox thanks for doing a great job on reporting what is going on.  I do not always agree with all your insights,  but  I have never doubted you want the best for this country.  I am the same.

New York City restaurateurs are speaking out against the city's proof of vaccine requirements for in-person dining, which has disadvantaged local businesses.

"We don't have the money here to survive without the help of our landlord, [who] has been very supportive and has been giving us breaks on the rent, but without our landlord, we would not be in business," commented Fergal Burke, the owner of an Irish pub and restaurant in the Times Square area.

"Our business is definitely down 50. I'm going to say 60 percent. There are just no people coming into the restaurant. They have a fear of being asked for vaccines," continued Burke, adding that many potential customers blame his business instead of the government for the vaccine mandates, according to The Epoch Times.

"They're being refused, and they get a resentment against us. They don't get a resentment against Bill de Blasio or Biden or whoever is mandating us to check for this. It comes as a personal rejection."

"We don't want this mandate, [and] we want nothing to do with this. I mean, how is that fair in New York City that the trains are jammed with people with a silly mask on? They're not being mandated to show anything, and yet they're coming against the heart of the city.

"We're the ones that are trying to keep 20 people employed here. We will go out of business if this continues; it's going to force us to shut our doors," concluded Burke.

"Business is down probably 50 percent because people are not comfortable with being forced to take a vaccine," agreed Stratis Morfogen, one of the owners of Brooklyn Chop House.

"The politicians don't understand it is that there is no one size fits all with medicine. And you can't tell a person has just finished chemotherapy, that they have to take a vaccine to have dinner when their doctor says they can't."

Regarding the proof of vaccine that they need to ask for at his restaurant, Morfogen stated, "It's as smart as my 1983 driver's permit. My daughter, 13, can print out one of the fakes on her bedroom printer, and you want me to question the customers if this card is legitimate when every one of them is pretty much is written in pen?"

Morfogen said that, while his business has managed to survive the crisis, he feels terrible for others who have had their continued existence put in danger by these new measures.

"I'm not fighting for myself. I'm fighting for the ones that don't have a platform that is getting screwed by these politicians every day."

Lets not fall into the trap of rebutting non DR stuff. That has been a ploy of a few and from comments it is not liked by the community.

The government has given us plenty of choices to get vaccinated or not with the PCR option in play.

For those such as oldschool it is his choice and his challenge going forward. I wish him good luck.

My recommendation is follow the government advice given here in DR which is Get the Vaccine. Vacunate!

'Take the damn vaccine' also translates from 'Vacunate' said with a more demanding tone. My perception is that is how the government feels right now and how its slogan needs to be followed.

You pretty much answered it "The poor are usually far more concerned with making ends meet". And you have a reason most people have not gotten vaccinated it. They do not believe in it and they have a right to decide that as well. We have no proof taking the vaccine solves anything but possibly lowers the effects of covid. You should have a choice because forcing it on people effects one's livelihood to survive. You are worried about Covid I am not telling you not to take it but you should not be worried about others decisions unless the vaccine does not work as advertised. How dare I say it is a money grab for pharmacuetical industries.

There has been a lot of chatter about the use of the paper vaccination card to gain entry to various places and how it could be abused as well as how it will be enforced.

Don't be surprised if this is a temporary measure or indeed if we learn. The resolution does include script for a digital version of the vaccination certificate (PARRAFO1.......ambos en original o copia legible fisica o digital....)

I say this because the MOH has been looking at the use of a digital vaccination certificate for some time and with digital records of vaccinations it would be relatively easy and quick to introduce a QR code system:

On the other hand, Rivera stressed that in the United States they accept those vaccinated with Sinovac, which has cleared up a concern that many Dominicans had, because this is the vaccine that has been administered the most in the country.

"This is important because most of the people here were on edge as to whether they should wear Pfizer," he said.

lennoxnev, has anything been said or posted on the definition of "fully vaccinated"?  Both my husband and I have received mixed vaccines (1 Pfizer and 1 Moderna, both mRNA vaccines).  Just wondering if we would be considered to be fully vaccinated in the DR?

How did you get mixed vaccines? Generally recommended to be same and same arm at least in the states.

Two vaccines here is considered fully vaccinated at the  moment. One from JnJ. 

At some point they may require the booster.  There has been a fair amount of mixing here already.  The published reports of the new requirements is two vaccines.

No word yet on how they will deal with visitors and tourists.

The ordinance of the Ministry of Public Health that establishes as a requirement to present a vaccination card against COVID-19 to access places of public use encounters legal obstacles that must be decided in the courts of Justice.

A constitutional appeal for amparo was filed before the Superior Administrative Court (TSA) to request the annulment of resolution number 000048 of October 8, although other lawyers consulted defend the legality of the provision.

As part of the measures that came into effect yesterday, the Ministry of Public Health maintains the entire national territory in an epidemic condition, at the same time that it provides for the mandatory use of masks, maintain physical distancing, and establishments for public use may only receive the 75% of its capacity.

But Health resolution 000048 also establishes that as of next Monday, October 18, it will be necessary to present an identity card and a vaccination card with at least two doses to be able to present to collective and closed work spaces, to public study centers. and private, to transport and public establishments, such as shops, discos or grocery stores.

The resolution motivated the appeal for amparo filed motu proprio by the lawyers Yan Carlos Martínez Segura and Eli Saúl Barbi Castro, who requested that the procedure be declared of extreme urgency and be known before 18 of this month of October of this year 2021.

They argue that the Public Health provision violates articles of Constitution 38 (Human dignity); 39 (Right to equality); 40 (Right to liberty and personal security); 42 (Right to personal integrity); 62 (Right to work) and 74 (principles of application and interpretation of fundamental rights and guarantees).

In addition, articles 3 and 4 of Law 107-13 on the Rights of People in their Relations with the Administration and Administrative Procedure.

"Because there is a serious threat to the fundamental rights of the community, as a result of the plaintiffs, a threat that involves the limitation of broad constitutional rights, to millions of citizens with unsuspected consequences and generating consequences that even disturb the peace and public order, generating chaos, violence and disorder on the roads, public transport and recreational spaces, ”the document dated October 10 argues.

The lawyer Marino Feliz, however, does not notice violations in the provision of the Ministry of Health, based on the framework content of the Organic Law of the Ministry itself (42-01) that gives it the power to issue resolutions when it has to do with issues of health, as well as by article 61 of the Constitution that establishes health as a fundamental right and the State as its guarantor. It indicates that the normative capacity of organic legislation has constitutional rank.

“If this is the case, then it is advocating a restriction of some rights, but the Constitution of the Republic establishes in its article 61 that the State will promote all issues aimed at providing good health and even preventive issues of Health".

It indicates that this responsibility can enter into contraction with free movement, free will or self-determination of individuals, which confronts the right to health. However, it understands that the duty of the State is to protect the greatest number of people, so it does not see a violation of law, as long as it is protected by the prevention of the health of all.

“In a good argument of reasonableness, those measures that the State can take are not contrary to the Constitution. There is no violation of law. The State does not force anyone (to be vaccinated), what it is saying is that, if you are not vaccinated, you cannot enter. You have a right, but I have to protect others, "said the lawyer.

While the legal fate of the resolution is being decided, it is already beginning to have effects among those who were undecided about the anticovid vaccine. Yesterday the vaccination centers again experienced an increase in attendance.

"Since they announced the measures adopted by the Government, more people came to get vaccinated," said the head of the vaccination center at the Pedro Henríquez Ureña National University (Unphu).

"After the measures announced, people have come for their second and third doses, but many have also come, a great majority, for the first," explained Jennifer Maceo, one of the nurses in charge of the center that operates in Plaza Lama. from Avenida 27 de Febrero.

Some of those attending the centers do so because "they have no choice" at the request of the Ministry of Health, as expressed by one of the young people who came yesterday to be inoculated.

In total there are 4.9 million people who have completed their two-dose vaccination schedule in the country, which has already reached 58.3% of its target population. Those who have a dose total 6.1 million, according to the report until this October 10.

Only the Monseñor Nouel and San Cristóbal provinces present to date 49.3% and 49.0% of vaccinated with two doses, respectively, according to the current registry presented by the Ministry of Public Health.

They doubt the logistics

You are required to show your vax card or get an immediate test at the airport, so most tourists will be covered either way.  I imagine hotels and resorts will start giving free weekly tests.

When Dave came back in August, he didn't have to show his vaccine card or get a test.

DRVisitor, we are from Canada where they encouraged mixing vaccines to get everyone vaccinated as quickly as possible.  About 4 million Canadians have received mixed vaccines.

Airports and other ports of entry will perform a quick, aleatory breath test to a percentage of passengers, and all those who present symptoms, upon arrival. Passengers under the age of five and crew members are exempt from this procedure. Passengers who present a vaccination card no less than 3 weeks after the last dose was placed or a negative PCR test taken within 72 hours prior to arrival in the Dominican Republic will be exempted from the random test. All passengers will also need to perform a temperature check. Passengers who present symptoms or whose test results are positive will be isolated and attended at authorized locations. Prior to departure, travelers should confirm with their airline provider and airport of origin regarding any testing or other related requirements for inbound flights to the Dominican Republic, or necessary requirements needed upon arrival to their country of origin.

Okay, so as of now, it's still just the same random testing of select arriving passengers, which you can opt out of by presenting a vaccine card.

It was very chaotic but everyone was being funnelled through an area and people were waving their vax cards to get through (September 10th). And then they directed people who didn’t have one to another line.   Whether they then random sampled or tested everyone I don’t know.  I showed my NY card (with only one shot so far) and they waved me through.  They were literally looking for sight of the card, they weren’t examining them.

Yes, according to the MITUR link I posted above which gives all the current tourism protocols and travel advice as well as entry requirements.

This is a very good overall government guide to DR visitors - godominicanrepublic. Bookmark it.

We must remember some 95% of tourists come here with a hotel booking so fall within tourism protocols.

This is not talking about non resident arrivals when we refer to tourists and those numbers would include business people and persons of Dominican birth/family visiting relatives.

The bulk tourism sector is largely isolated from the proposed measures under the tourism protocols already in place but those that do venture beyond their resorts need to be aware.

You are correct literally.

The MOH has been looking into digital covid passports and has everything in place to do so and probably the consensus would be that a digital format would be better long term.

This health resolution had been rushed out to put in place additional covid controls to compensate for the decree last Friday eliminating the state of emergency.

We are moving to LT from Canada in 3 weeks and are very concerned about how we will get into stores for groceries, etc.  We all have 2 shots of Mnra vaccine and have our verification but we are not sure yet how this will translate when entering businesses in the DR.  Since we will be living there, we are hoping that there will be a solution quickly.  😕

I wouldn’t worry about that.  The stores have no desire to turn your business away. If you have something that looks like it’s an official card in a foreign language they’ll let you in.

I had to show mine at immigration and they just waved me through.

The  Dominican Embassy  has told  travelling Canadians to just bring what was issued in Canada and they will be fine.    Lets hope that is correct.  I expect they are not going to hassle tourists.

The government clarifies that they allow access to closed public and private places that received their first vaccination after the measure was announced

The Ombudsman, Pablo Ulloa , warned the Ministry of Defense and the National Police that his troops cannot stop and request the vaccination card against COVID-19 from people who circulate on the country's public roads.

He explained that in the last few hours, several claims have been filed with the Ombudsman's office in which some citizens complain that they are stopped by the units of the military corps and the Police that ask them for information about their immunization.

"We urge that all members of the Armed Forces and the National Police be directed to refrain from executing some measures other than resolution number 00048 issued by the Ministry of Public Health on the new measures against COVID-19", established Ulloa.


To summarize:

They are relaxing the two dose requirement to allow persons who had the first dose after the resolution was announced to enter places allowing time to get the second shot. That could be open ended..........

This resolution under the Health Law places the onus on businesses to apply the law and 1200 health inspectors will be randomly visiting places nationally to see that is is being implemented. According to the Minister of Health this morning in his news conference, if a business is found in breach of the resolution by his inspectors they are reported to the regional health office who authorizes any sanctions such as closure or fine.

The police and military cannot stop you and demand too see your vaccination card other than checking on compliance measures included in the Health Law resolution.

Implementation was always going to be the problem and it is evolving day by day still.

Getting transportation without vaccination or PCR test may become more difficult after recent announcements:

The Santo Dominic Metro and cable car plus the OMSA buses will require vaccination cards to board. The taxi drivers unions have said they will require proof of vaccination but I somewhat doubt full compliance. And now it appears other inter city and inter urban carriers too now with INTRANT getting involved in coordination.

Churches and quite rightly hospitals and clinics are exempt from the requirement to show vaccination cards.

The Minister of Public Health (MSP), Daniel Rivera, revealed that they will eliminate the obligation of the vaccination card in public spaces and other preventive measures against covid-19, when the country reaches 70 percent of those vaccinated with the two doses of the antigen.........


That is 70% of the adult population or rather 56% of the total population and a further 700k need to get their second shot being they say over 70% now have their first shot.

In a few weeks it could be over with a number of provinces having well over 70% of their adult population fully vaccinated and many others well under that number. A shorter inconvenience for those who do not plan to get vaccinated it appears.

And those adult numbers will include the 12 to 17 age group who are currently being vaccinated at schools.

Did I misunderstand the 12 million part?  Maybe is was supposed to be 12 million vaccinations, not people.

12 million includes each dose given for first second and booster shot.

So as of yesterday 5,027,184 are fully vaccinated and have had their second shot and that number includes foreigners and 12 to 17 year olds. It is about 46% of the total population and according to government that is just over 60% of the adult over 18 population. Add 6,202,706 total first shots and 1,061,855 booster shots and they all add up to 12,291,745.

To get 100% population vaccinated there would need to be another 15.2m single shots in arms. Not going to happen. 8 million would be exceptional but the MOH seems content with about 6. 2m fully vaccinated from what he said today. Another 1.2m. My error saying maybe 700k more needed above.
