Spass Rejected in both company " Not Eligible"

Dear All, especially Beppi, Surya and Shekhz. (becoz i saw in some thread, you guys are really helpful and response)
I am Myanmar citizen and holding the degree from mother country. I have been working in Singapore since 2009 and it become my adopted country, applied PR but rejected 6 time and the last one is pending for 6 month. Working in big MNC, oil and gas, as an Electronics Engineer since 2011 and submitted a renewal Spass application in July 2011(expiry in Aug).The status was pending for quite some time and ended up with rejection in October, didn't mention any reason why my pass is rejected. My company tried to submit an appeal to MOM for my case with strong valid reason why i have to be with company for ongoing project and second time with bit increment in wage but MOM rejected all 2 time attempts and asked to find another candidate. Then, I don't let them try again and leave from company silently to look for new employment. Company canceled my pass on X Nov 2021 and got a visit pass for 1 month.
Fortunately, I got the job with another company with well paid as an Electrical Engineer, and helping me to apply for Spass. But got rejected from MOM 3 week after submission. I went down to MOM and begged for Spass, and reason for keep on rejecting and why I am not eligible, but not getting any solution and ask me to try again since i have stay and may get Pass with another officer. I asked do i have any bad record in MOM, officer answer me with question "do you have any police case? i said No, then why you have doubt(showing as body language). I feel comfortable and grateful. Finally, the Company wanted to appeal for me but was not allowed and tried to apply for a new application. A week later, it was rejected again with the same " This candidate is not eligible to apply for work pass and look for new candidate."
I went down to MOM and ask for advice should I conclude trying with new company or is there any chance to get if i would apply with another company. MOM replied with i have to stop finding Job and plan to go back home since your case is rejected from one of 3 x authorities above MOM. I got shock and how can it be, I am confident I work and live peacefully in Singapore and not convicted crime or any bad record. I have COC in 2018. But officer ask me to prepare my things instead of finding new employer, you will be rejected again since you have rejected before. Should I go back to my ex-company for this, I asked "does it affect to my wife who is working here and my son is studying as well." I ask for advice how to overcome and a way to approach to authority, but officer ask me only your embassy can help. I went down to embassy, officer ask me to bring the letter from MOM what kind of information looking for regarding with my case, and no idea to help without official paper. I not sure I can come back to SG for work again after I heard from officer, really disappointed.
Do I have the chance to look for Job within this second extension period or should I approach to authority(ICA, ISD, home affair) to clear or ask for reason and on where to confirm as a victim, without having any documents?

With so many rejections and authorities above MoM, don’t think you stand a chance with the limited time frame to get another pass approved. There has to be some reason why the authorities are rejecting your application repeatedly.
You sure don’t have any adverse records?
Wife and kid, are they dependents or wife has her own pass?
I am sorry to hear your case and understand that the situation is very difficult for you.
However, there is no way to force the authorities to give you a pass or change their opinion about you. The only thing you can do is trying to find out what the actual problem is (but they are not obliged to tell you, they often are when you approach the correct office) and then removing it somehow, if at all possible.
But since your chances for this are small, it is also a good idea to think about alternative plans, like returning to your country or looking for work in other places.
(Your wife and kid could remain in Singapore if they have their own passes, not DP/LTVP.)

6 rejections by ICA on your PR application, hope there was no falsified information provided there- if MoM is pointing at other authorities and you sure there is no offence etc to your credentials- worth checking with ICA.
Your wife and kid, till the time they have valid passes and not your dependents, they can live in SG.
It can only be ICA, a criminal matter, or IRAS.
If you are sure you didn't do anything wrong, there could be a mix-upor misunderstanding. In these cases it should be easy to clear it up, once you find it!
