I do my degree From the USA online in B.S Architecture   
my degree is attested by the Foreign affairs office and from the Notary Attestation is also don. But there is no embassy and Saudi cultural attestation are I can submit for membership without the Saudi cultural and embassy attestation anyone knows this, please guide me thanks to everyone whos participate in this  platform

YES you can register in Saudi Council of Engineers (SCE). Architecture is categorized as Type 1 Engineer Membership (Architect) with SCE. Provided your bachelor’s degree (or its equivalent) in Architecture is obtained under a regular academic study program from a recognized college or university.

For Pakistani national, below are the lists of documents required and SCE Registration Process :

1- Original bachelor’s degree certificate. Attested/Certified by Saudi Embassy in your home country.
2- Full academic transcript of records (TOR) including all courses from the first to the last level. Attested/Certified by Saudi Embassy in your home country.
3- The SCE Letter of Authorization and Confirmation with the name, date and signature on it
4- Clear copy of the full entry visa including all data or a clear copy of the accommodation permit (Iqama)
5- A recent letter of introduction certified by the Commercial Chamber from the engineer's employer
6- Clear copy of passport
7- Appropriate personal photo

SCE will not accept online degree.
You should call SCE before submitting the documents.
They have rejected my friend's degree.

If i do attestation my bachelor degree from saudi culture and Saudi embassy is it mean that my university is recognised. Or how i will understand my university is recognised. Note- my university recognised by my country ministry of education and university grant comission.

I doesn't mean that the university is recognised able internationally.
But we can't be sure.
