Assuming you have already a visa or entry permit, need a PCR test before, vaccination 2 shots, and install the app PC-Covid (et another one I forgot the name) to do an health declaration, then stay 3 days at home and do another test.
It's just theoretical, it changes all the time

Ok, the border is closed to tourists unless on an arranged tour so NO ONE knows what the requirements will be.
There has been news stories about end of March and end of April to open border, as yet NO directive has been issued.
