& noisy might just be the under statement of the year, probably more like ear splittingly deafening!! :o

I think in any country it’s probably not a wise idea to so to someone who’s disconnected from the frontal lobe chemically.

Complaining to a Vietnamese about _anything_ has been known to cause them to lose face. I've seen it. Beware, losing face looks like a schizophrenic break.

That explains why nobody in the hem, even the Hem Admiral himself, will tell the neanderthal with 3 barking dogs he keeps on 2 meter chains to shut the dogs up.

Hi. I do not have any problems in block of appointment I live for last two years.any situation I complain and suggest no problem.
But I do hear noise coming from street. I live on seventeen floor. Someone playing music so loud. Like it’s next door.
But where I live people are very civilised. I am very great full for there attitude.

@goodolboy What about when their talking on the phone why do they yell at each other? I had a delegation come to tell my wife to stop me from working at mid day during siesta period.

 Perko, many times I have told people on the phone here " hey you should save some money you don't need a phone cos the person you are talking to can hear what you are saying 2 km away"
But I have a theory.............& its called the escalation theory & its based on everything in general life here is noisy & gets worse as each person, car, truck, shop, party, karaoke tries to out do each other on the DB level & eventually it just becomes normal to shout just to be heard & eventually it becomes the norm to shout even if there is no background noise & you are standing right next to the person you are talking to.

Much noise can be neutralized by use of "white noise" generator.

There are apps that do this. It's called -- in physical acoustics -- the masking effect. We all know it because we've experienced not being able to hear the wife in the next room when the water is running. Phones and laptops can run the apps all night if need be.

I had karaoke going full blast from across about 50 m. of water. Living on the 30th floor did nothing to dampen it. But the white noise did. I just turned it up enough to completely drown out the singing and music. Sleep no problem.

The white noise apps that are customizable are best: light rain, heavy rain, rain on metal roof, ocean waves, rushing mountain stream, etc. can be blended for best result.
