Well, if immigration wants to get the Australian government motivated to pay his overstay fees, then they should threaten to execute him by firing squad. That usually gets the Ozzie's attention!

Much as the overstay was as long as it was deliberate, the Australian government may see execution as a bit of an overreaction. 
He's probably going to be in for a big fine and possibly a little gaol time, but the big punishment is more likely to be losing everything he has when he gets tossed out of Indonesia.
That long somewhere will mean he has built up a collection of stuff, and that will probably be lost to whomever clears out the house. It's even possible he bought a place - he can say, "bye bye" to that as well.
