IF you already signed the job offer then you're toasted.

Grade 11 might probably be an Engineer IV, i'm speculating. You need to elaborate the job category of Grade 11 to give you better advise.

I think he can still decline it if its still a job "offer" even he signed it already. But of course not, if its a job "contract"

The company would never agree to change it now.

Impossible.

That's the rule of HR department.

Job letter can't be alter if both parties have signed it.

But yes, he can decline it.
