Buy a car in Romania to travel in europe

Hello, me and my family are planing a long trip in Europe.
We starting in Romania, and wish to buy a car. We will use the car to travel all around Europe.

My husband have France passport and also family in france.

Is it possible to buy car in Romania with out being a resident for our needs (i mention above)?

How will you have an Address to register the car for insurance?

Agree with SimCityAT's answer. 

The answer is no.  Tourists cannot register a car.  Besides, the process is so tedious and complicated, it would be far too much trouble.

I might suggest a rental car instead from a company that is present in your starting and ending location.

A "friend who lives there" does not equal YOU living there and being a lawful resident.

The answer is still no.

No.  Seller and buyer go to a kiosk usually outside the police station and have a purchase contract typed up, they will also make all the copies of the documents that are required for the police (hopefully).
