@Aidan in HCMCHi Adrian, thx for you response. Apologies, I should of given dates. Yes, we applied on sat 16/12. My partner had a response on Mon 18/12 to amend his name which he entered incorrectly, which made us concerned that there was mistakes with both our applications.Hopefully the visa will come through tomorrow (fri 22/12) We looked at rushing the visa through myvietnamvisa.com as an option. But at a large extra cost we'll wait until EOD tomorrow before we proceed. Really looking forward to our visit to Vietnam and this visa process has made it a little stressful. It's not possible to extend.


Best options are to


1. Apply for a new evisa online (official site) and then arrange a road trip to the Lao Bảo border crossing with Laos OR arrange a direct flight to Thailand or Kuala Lampur. 


2. Get the best local visa agent to take care of either the new evisa or the ground transportation or both.


We avoid promoting individual visa agents in the forum, so if you are interested in my personal recommendation, you are welcome to send me a private message.

That's actually good news, considering some reports we've been seeing of a few people having problems applying from inside the country.


If you can use a VPN (set to your home nation of your passport) you hopefully won't have a problem.


Two guesses:


1. Whatever local Cambodia Internet Service Provider (ISP) you are using may have security issues and thus is being blocked by those specific VN sites because you'll need to submit a payment through them (regular government websites may have less strict security).


2. The local Cambodia ISP may be blocking certain international websites.


The way you further described the error above, I'd be inclined to think that a good VPN might be able to solve the problem.


Maybe consider asking if anyone in the Cambodia forum has experienced this particular issue.

When you applied in September, using the same phone, were you in Vietnam at that time?

If you were in Cambodia when you applied in Sep., are you still using the same SIM card?

Are you trying to connect via your provider's data plan, or through wi-fi? If through a data plan/SIM, try connecting through a wi-fi connection.

When you applied in September, using the same phone, were you in Vietnam at that time?

- I have this problem only to connect to vietnamese immigration police ;

- I tried through VPN of course (Nederlands, USA), not set with the country of my passport (France) but its a simple initial connection, before starting to fill the informations like nationality, etc.

In the android Chrome browser, I have fixed some persistent connection problems by totally uninstalling updates to the app and deleting all app data storage (in addition to the app cache).

Then I tried to connect through a windows laptop : it works. I didn't want to connect through PC because I saw on this forum that PC users had more issues for applying for vietnamese evisa than android phone users. Now, I have no choice...

Through windows laptop I has been able to go to the end of the visa applying process (waiting for the visa) now. I think my related connection problems are due to instable internet speed, in Vietnam AND in Cambodia, through wi-fi (although I rent in very modern residences) AND through data plan/SIM.

Not sure, only strong intuition.

I remembered I haven't Chrome on my Windows laptop : I use Edge.

Then, on my android phone, I downloaded Edge and I tried to connect to vietnamese immigration police site through Edge : it works :-)

By the way, I had cleared cokies and cache on Chrome on my phone and I was still unable to connect to vietnamese immigration police site.

PROCEDURES FOR PERMANENT RESIDENCE CARDS TO FOREIGNERS IN VIETNAM

Order and procedures:

Step 1: Preparing a dossier in accordance with the law.

Step 2: Foreigners applying for permanent residence cards in Vietnam in accordance with clause 1 and clause 2, Article 39 of the Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam shall submit their dossiers in person to the Immigration Department of the Ministry of Public Security; for those in accordance with clause 3 and clause 4, Article 39 of the Law shall submit their dossiers in person to the Immigration Offices at localities where they apply for permanent residence.

* Immigration officers receiving dossiers shall check the legality and content of the dossier:

If the application is appropriately completed, a receipt shall be given to the applicant.

If the dossier is not appropriately completed, the officers will not receive, then instruct and explain to foreigners applying for permanent residence cards for supplement.

* Working time: From Monday to Saturday every week (except for public holidays, New Year’s days).

Step 3: The Immigration Department notifies in writing the Minister of Public Security's decision on foreigners’ application for permanent residence cards. If approved, within 05 working days from the date of receipt of the notice from the immigration offices of provinces or centrally run cities where foreigners apply for permanent residence shall notify foreigners of being accepted for permanent residence cards.

Step 4: Within 03 months after receiving the notice, foreigners shall go to the immigration offices of provinces or centrally run cities where they apply for permanent residence to receive their cards:

Recipients shall present receipts for examination. The officers handing over the results shall request the recipient to sign for receipt and hand over permanent residence cards.

* Working time: From Monday to Saturday every week (except for public holidays, holidays).

Application submission: Submitting directly at the office of the Immigration Department of the Ministry of Public Security.


Contents, number of dossiers:

+ Contents of dossiers:

a) An application form for permanent residence status;

b) A judicial record issued by a competent authority of the country in which that person is a citizen;

c) A Note of the representative authority of the country of which that person is a citizen requesting Vietnam to approve permanent residence of that person;

d) A certified copy of passport;

đ) Documents proving the eligibility to be considered for permanent residence specified in Article 40 of the Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam (Law No. 47/2014/QH13, dated 16/6/2014);

e) Guaranteeing documents for foreigners specified in clause 1 and clause 2, Article 39 of the Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam (Law No. 47/2014/QH13, date June 16, 2014).


+ Number of dossiers: 01 (one) set.

Processing time: Within 04 months from the date of receipt of the dossier, the Minister of Public Security shall consider and decide to grant permanent residence cards; if necessary for additional verification, it may be extended for no more than 02 months.

Subjects of application: individuals.

Competent authorities: Immigration Department, Ministry of Public Security.

Results of administrative procedures: permanent residence cards.

Fee (if any): US$100/card.

Application forms (if any): Application forms for permanent residence status (NA12).

Requirements and conditions for administrative procedures (if any): Ensuring eligible cases and conditions for permanent residence as prescribed in the Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam. Specifically:


+ Cases considered for permanent residence cards:

1. Foreigners who have made meritorious services and contributions to the national construction and defense of Vietnam and awarded medals or state honorary titles by the Vietnamese Government.

2. Foreigners who are scientists or experts temporarily residing in Vietnam.

3. Foreigners guaranteed by their parents, spouses or children who are Vietnamese citizens permanently residing in Vietnam.

4. Stateless persons who have been temporarily residing Vietnam consecutively since 2000 or earlier.


Conditions for consideration for permission for permanent residence:

1. Foreigners defined in the above-mentioned cases may be permitted for permanent residence if they have lawful places of habitation and stable incomes to ensure their livelihood in Vietnam.

2. Foreigners who are defined as scientists or experts temporarily residing in Vietnam must be requested by ministers, heads of ministerial-level agencies or heads of government-attached agencies that perform the state management in their professional fields.

3. Foreigners guaranteed by their parents, spouses or children, who are Vietnamese citizens permanently residing in Vietnam, must have been temporarily residing in Vietnam for at least 3 consecutive years.


Legal basis of administrative procedures:

+ Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam (Law No. 47/2014/QH13, dated June 16, 2014).

+ Circular No. 219/2016/TT-BTC dated 10/11/2016 of the Ministry of Finance regulating collection, payment, management and use of fees and charges in the fields of exit, entry, transit and residing in Vietnam.

+ Circular No. 04/2015/TT-BCA, dated January 5, 2015 of the Ministry of Public Security, providing forms related to entry, exit and residence of foreigners in Vietnam.

+ Circular No. 31/2015/TT-BCA, dated July 6, 2015 of the Ministry of Public Security guiding a number of contents on issuance of visa, temporary residence card, immigration permit, permanent residence settlement for foreigners in Vietnam.

I am new to this forum and I apologize if the answer to my question is already in this thread somewhere but I didn't see it so I am hoping somebody can help.


My wife & I have our ticket bought for travel to DaNang but we have not bought a return ticket because we aren't exactly certain when we will leave or where we will head to. My question is if this will be a problem when we apply for a 90 day e-visa? Do the authorities require you to already have that arranged before applying?


I believe we have to leave the country from DaNang's airport.

the government does not require proof of onward travel in your situation.


however one or more of the airlines used to fly here may require proof, so check with them first before showing up at the airport.


you will be free to leave Vietnam at any immigration checkpoint, even if you choose one particular checkpoint as your intended departure point.

So they don't have to return you at their cost if you turn up penniless.  I am not sure if the agreement is between nations or between airlines but they don't want to be stuck with hauling you out if you have no other way.

From my experience........they don't require you to have a return ticket. What some airlines (not all) is ask for is proof of onward travel out of Vietnam within the 90 days & it does not need to be by plane or same airline.

Having just entered Vietnam on the 28 Feb. 2024 with VietJet Air I had absolutely no challenges requiring proof of an onward flight. I handed the check in my passport along with a 90-day visa which is standard procedure when entering any country. No visa - no entry.
