You can file a settlement called "Friendly Settlement for Labor Disputes" online at Human Resources and Social Development website, but you need to speak Arabic fluently or go to a legal firm. I think the settlement will be one hearing then if there was no settlement, the case will go to labour court. Good luck!

I face same issue last year and have first try to negotiate with Company Management, but they always respond in negative, Finally I register a Case through HRSD portal and luckily, they forced my Company to pay amount within a week and gave Transfer.

things to note .....

1) Registering a Case was in Arabic Language although English language option was there but no support at that time (1 year back)

2) Put Valid points as you have to defend if they ask proof need soft copy if you can provide

3) Make points clear and short not to waste time as the session was online via Webex

4) Maximum in 3 session they will finalize and make decision.
