any forum members have information on debit card use @ the bank?

tried to use my foreign debit card @ at the teller station in Vietcombank and was told that the process will not be allowed any longer. have been doing this for @ least a year and now suddenly no go. can use the card @ an ATM but I wanted to withdraw more than 3 million dong. very inconvenient (as per usual).

I was able to get 5 million from a Vietcombank ATM, and 2 x 5 million if I wanted more. I didn't push my luck by asking a 3rd time.

Try for 5 miil, the ATM can only say no.

Were you attempting to get money from a Vietcombank account?


I had a very similar occurrence yesterday at the 255 Cửa Đại, Cẩm Châu, Hội An branch of Agribank.


After I got my TRC in September, I wanted to open a domestic account at a Vietnam bank to use with the MOCA wallet on Grab.


(I had an international account with ACB but that didn't qualify).


After initial cash deposits of ₫200,000 VNĐ each, my wife and I both had new Agribank accounts.


I couldn't deposit more cash, but I was able successfully deposit a wire transfer.


After that, my wife and I both discovered we could transfer money to each other, something I couldn't do with my ACB account.


Since then I've been withdrawing ATM cash with my Schwab Visa debit card and giving it to her.


She deposits it in her Agribank account and transfers it to me.


A roundabout way of depositing money into my Agribank account, but it's been working.


So (long story shorter) yesterday we went into our Agribank branch and I requested ₫30,000,000 VNĐ we'd put aside for a special occasion.


The teller wouldn't allow the withdrawal unless I could prove the legal source of the funds.


I was also told that I could make the withdrawal outside at the ATM, with a daily limit of 25 million, but not at the teller station inside the bank.


Pointing out to her that all of the money either came in through a wire transfer or via transfers from my wife didn't work.


However she did say that I could transfer the money back to my wife and my wife could withdraw it.


So it took about 1 minute to go into my Agribank mobile app and send the money to my wife, hear the notification tone on her phone that she'd received the money and IMMEDIATELY got the cash from the teller who was waiting for us to complete the transaction.


I had only heard about problems sending money out of the country without proof of  a legal source, so this was definitely a new one on me.


Just another way it seems that the government is not making it easy for people to be transient or nomadic here in this country.

I was attempting to withdraw 23 million from my USA bank account, which I had done in the past. just go to a teller station, hand the lady my passport and debit card. she would fill out paper work and proceed to give me the 23 million in cash. as of the 1st of Jan. 2023 they would not allow me to do this at Vietcom bank.

@honem yes, I can use my debit card at the ATM but if you have to pay your rent of 23 million, getting 3 million at a time makes for a lot of visits to the ATM. and that 23 million is for 3 months rent.

MB bank will give you 5 million per transaction

HSBC ATM permits 6 million per transaction from my Canadian bank.

So I just caught up in all of your posts in the forum.


You've been living in Vietnam as a tourist for over 5 years, right?


That leads me to surmise that you are currently using 30 day evisas to live here (correct?).


I figure you didn't get married, otherwise you probably would have mentioned presenting your TRC at the bank.


I'm wondering (I truly don't know this for a fact) if banks are starting to put the squeeze on long-term tourists at the direction of the government?


I base that speculation on the anecdotal reports of some people being denied new evisas after many consecutive months of having them approved.


I had forgotten your post about paying ₫1,000,000 VNĐ for a ₫35,000,000 VNĐ in-bank advance on your debit card (from the US bank whose name you never revealed).


Is it seriously worth that to avoid repetitive ATM withdrawals that would cost you ₫343,000 VNĐ in 7 pulls at an MB bank ATM (₫49,000 each)


Anyway, I hope you come up with a solution that works for you.

I assume you tried to withdraw from your US account at a Vietcom ATM?

Tbh, that is not the most foreigner friendly bank in the first place.


I remember Eximbank has the same annoying 3mln limit, but at least they don't charge any withdrawal fees.

I've been here 8 years and the only bank i've found that doesn't charge the local fee (20k-60K) per withdrawal and doesn't have a withdrawal limit with my UK Visa/Mastercards is VP Bank. Try it and let me know if it works.

I use Charles Schwab Bank. I make withdrawals of up to 15,000,000.00 vnd in one visit at MB Bank. Any ATM fees are reimbursed by C Schwab Bank.

why dont u contact your original bank there and your VN bank here to find out best solution for your debit card? Besides, can you do payment online? For the cash, I think you should go to get advice directly from the bank staff, in some case they can let you take cash right away at VN bank counter

Wondering if you are Việt Kiều from America, because you seem to have difficulty understanding the situation from the POV of a foreign tourist (your profile says you are an American in Vietnam).


If the OP spoke Tiếng Việt OR if he ever mentioned he has a trusted Vietnamese friend or GF or spouse to accompany him for translation, then he might be able to speak with a supervisor at the bank.


The bank in his home country is not going to be able to do anything about the policy of a Vietnamese bank.


He cannot open a local bank account to use for payment transfers to pay his rent.


The bottom line is that he has hardly any legal options now as a tourist (no matter how long he's been in Vietnam) except for doing repetitive withdrawals of cash at an ATM of his choice.

TPBank does not charge a fee on my Capital One 360 Mastercard debit card, and I've withdrawn up to 13 million at a time.

Yesterday, because of a large purchase & payday needs I withdrew my daily maximum ₫34,000,000 VNĐ (my Schwab daily limit is $1,500 USD) from an MB ATM: 6x 5 million & 1x 4 million, all at the same ATM visit.


I also received my monthly ATM fees rebate of $33.62 deposited into my Schwab account, just before my VA benefits DD was credited.


So simple now compared to what some were recounting 13 years ago here in the forum; about what they had to go through  to get their money every month.


I even received instant alerts on my smartphone app about a second before one of my withdrawals was dispensed.

You just cant beat that Schwab debit card OB & now they are back dishing out interest every month for the cash you have in credit. I was thinking seriously of closing that account because of future probate issues but thank goodness I changed my mind & bought back stock in my old oil drilling company now that it looks like the tree huggers have had their day......for now anyways!
