Tunisian from Algeria to germany

My girlfriend is Tunisian, She got visa for Germany, from German embassy in Tunisia.

But due to some legal reason she is not allowed to travel from Tunisia.

Is it possible that she get permission for Algeria. So, from Algeria can she travel to Germany.

I need authentic information, if anybody can help.

Your partner is able to travel to Algeria on her Tunisia passport then onto Germany with her visa..
