What are the nicest and value for money locations to live?

My wife and I are looking for somewhere to rent for 12 months (thats the plan) with lower costs and better lifestyle. We plan to come over to Portugal for a holiday to look at housing, lifestyle etc.

What are the nicest and value for money locations to live?

No preference to location as happy with beach as well.

What is required as in visas, length of we can stay without having go out of country and return?

Also how much English is spoken in those areas.
