I will be relocating to Singapore on july 1st week. My employer was unable to arrange my accommodation within this short period of time. he asked me to try to find on my own while he checks as well and he advised me to book a budget hotel incase we cant find any. Now my question is do i have to register an address before arriving in Singapore?

You have to register the address where you live - AFTER you find a place to live.

If you need an address before that, using the employer's office address is better than a hotel.
