I doubt it matters much which airport you try, as most car rental companies require a deposit (typically to cover the potential rental cost, fuel, and your liability in the event of any loss/accident/damage). Usually, they do this by blocking some amounts on your credit card (or taking an advance payment if they accept your debit card, which they can refund later). If you pay in advance for the rental and fuel, and pay extra to take out their full insurance cover (i.e. all risks covered, no deductible) then you can minimize any deposit.

As gwynj said they will require a deposit but deposits are blocked on your credit card or debit card so they don't actually take it unless you damage the car ..  Iv been using hire cars in Bulgaria since 2005..  deposits vary but generally about 400euro
