My friend just get his PR, and he want to resign his current job and go back to his owned country. Will he lose his PR due to this?

He can very much go wherever he wants but it may have adverse impact at the time of PR renewal (every 5yrs it gets renewed).

If he wants to go permanently then he can approach ICA to surrender his PR. If he is going temporarily due to some urgent work or issue then no need to inform ICA.

Once PR and REP (Re-Entry Permit) are issued, he is free to leave the country and return within the validity of the REP (usually five years - but he should check!).

The REP will only be renewed if he worked (and paid taxes) in Singapore for three of the previous five years.

If the REP expires without renewal, the PR remains valid until the next time he leaves the country (or immediately if he is already outside).

(Note: It is possible to continue living in Singapore with PR and no REP. But not being able to travel might be inattractive for such a small and crowded country.)
